FMC Rockland is currently looking for a Process Safety Management Coordinator for its Rockland facility. The Process Safety Management Coordinator position will provide oversight regarding compliance requirements of OSHAs Process Safety Management (PSM) and EPAs Risk Management Plan (RMP) for the Rockland facility. This position will also be responsible for oversight of the PHA process, including maintaining a revalidation schedule, staying current on PSM and RMP regulations and all related industry recommended practices. Additional elements of this role are: Responsible for maintenance of PSM/RMP procedures/protocols, participate in audits and on safety committees, and will work in a team-based environment focused on the management of process safety for the continual improvement of the site.
Responsibilities:
Environmental, Health and Safety
Understands, supports, participates, and strictly adheres to site standards, policies and procedures relevant to safety, industrial hygiene, security, and environmental requirements
Coordinates all process safety activities that help the site comply with 29 CFR 1910.119
Advises plant/site personnel on the development and implementation of process safety regulatory strategy, potential areas of regulatory concern, and new government/regulatory developments
Manage the development, implementation and ongoing coordination of process safety reviews, management of change programs and incident investigations
Lead and facilitate process hazard analysis and risk management activities
Audits conformance to regulations and standards related to process safety
Promotes the belief that all jobs can be performed safely and that no job is worth doing that would risk the health, safety, or welfare of the plant employees or community
Provides input to the areas annual EHS Plan or similar and promotes to plant EHS policies and procedures
Actively participates in plant safety programs
Participates and initiates incident investigations or near misses, assists in identifying root causes and implements actions required to close them
Identifies needs, develops programs for, conducts and/or contracts assistance to conduct, and routinely reviews and provides process safety training for all site personnel
Business Support
Negotiates directly with safety and health regulatory authorities regarding company's filings
Participates in internal and external audits against regulatory and corporate EHS criteria, particularly process safety, at subject site and others throughout corporation as requested. Co-ordinates development of and then maintains status on any action items coming out of site audits
Responsible to create and assure procedures are compliant with PSM requirements and communicate compliance. Any non-compliance issues resolved and communicated
Maintain a schedule for PHA/PSI revalidation that is clear to all plant areas and management team
Review/maintain employee participation efforts through active participation in the area
Audit to ensure effective and compliant use of MOCs and PSSRs. Audit schedule communicated to the plant
Develop/maintain PSM metrics and align with business as needed
Support/train personnel, operations, engineers, etc. on PSM requirements to ensure compliance. Develop process to ensure all employees (existing and new) are trained and compliant
Provide regulatory interpretation guidance to the site regarding OSHAs PSM & EPA RMP requirements. Communicate changes to site or others as needed
Participate in emergency planning and response efforts and community liaison
Participate in incident investigations as required. Actively seek opportunities to get involved in all investigations for EHS representation
Participate and in some cases lead in compliance audits (OSHA, EPA, DOT, etc.) for the EHS department
Participate in various internal audits and corporate audits as needed
Required Education:
BS in an Engineering related field required
Qualifications:
3 - 5 or more years of experience in engineering, operations, and/or maintenance with applied experience in Occupational and Process safety
Familiar with industry standards and recommended practices (API, NFPA, ASME, etc.)
Knowledge in application and compliance requirements of regulatory codes (OSHA, EPA, DOT etc.)
Computer proficient, skillful in the use of engineering software along with the MS Office products
Ability to plan, delegate, and organize tasks to consistently produce results, with minimal supervisionself motivated
Organizational and interpersonal skills
Preferred:
3 or more years of supervisory experience
Certified PHA Facilitator
Chemical processing experience
